Received Parking charge notice £150 or £75 if paid within 14 days. 23 mins outside Travelodge & couldn't get booked in although I did at another Travelodge. Issued by Civil Enforcement Ltd.. Should I/do I have to pay?

I would put it straight in the shredder and do the same with any further notices. Whatever you do, don't call them or respond in any shape or form.

How come you are all so sure it's dodgy, I have never heard anything about them, but saying that I live up North where everyone is squeaky clean?

The law was changed this year (I don't have a link) making them unenforceable they can and still obtain your details from DVLA and send you letters, do not respond to any of them, you can actually report them for harassment if they continue to send letters.

I remember getting such a ticket for parking outside the bay lines on a day it snowed and you couldn't see the lines at all when parking. After people parked up and departed to their offices, the ticket issuers actually spaded out the snow to check! It's would be safe to say that nearly everyone got tickets and it was a huge business park. Lack of common sense or pure greed? The latter, probably.

I was so annoyed with this and printed off an advice sheet from the Martin Lewis finance website, about not paying these tickets, and distributed them to all the buildings in the park. I bet a majority of them didn't pay, probably much to the annoyance of the ticket issuers. LOL

Warnings and threats for payment pursued for two years after this but straight in the bin they went. They stopped eventually so stand your ground no matter how long.

A previous thread of mine highlighted the same (i was parked on m/way services last october) .

I have received many demands for payment (AND STILL THEY COME)which all went in the bin. The wording in each letter becomes stronger each time but they use the words"may" take you to court rather than "are" taking you to court if you dont pay.

My advice is to take a note of the postal address on back of envelope then you will know it is them.

Now you will have no need to open and read their veiled but often persuasive threats. DO NOT reply in any form.. Just throw in bin

At the end of the day they are a business. They have to weigh the cost of getting you to pay against the risk that you won't ever pay. At some point the cost outweighs the risk and that's when they stop harrassing you. If nobody ever paid up they'd go out of business, so let as many people as possible know about this and one day we'll be rid of these leeches hopefully.

Ive had a few parking/speeding tickets and never replied to any and never heard out of them if I remember right they only got 3months to get you to pay up or they can do nothing my advice is ignore it but don't bin the letter just store it somewhere for future ref.

You'll NEVER get away with ignoring speeding tickets as they are police controlled. But parking tickets issued by private companies just throw them away because they're only authorised to send out invoices, which their 'parking ticket' is. They have no powers to enforce it. I got one for parking in Charing Cross Hospital when I was delivering emergency blood samples. They also send debt collectors letters but dont reply to any of them and they will go away. But speeding tickets are another matter. I'm going on a speeding awareness course thus month. Don't see why though, I was aware I was speeding!

Definitely not speeding nip, it is an offence not to reply to them, the police have 14 days to issue an NIP to the registered keeper (it doesn't matter if that wasn't the driver, they have for filled the legal requirement) and 6 months to decide to prosecute the offence. failure to identify the driver carrys a fine up to £1,000 & 6 points.

Slightly different to parking fines but im spitting feathers. Done a job into central London 3 weeks ago, not my favourite place on earth to be honest. Anyway in Highgate, rush hour traffic going across a yellow boxed junction, traffic moving slowly and lights are green, looked ahead and traffic started moving, im sat on edge of yellow box and decided that the cars moving would get me across the box. Ah but third car ahead decides to stop at least a car length short of car in front of them. By this time I have committed myself, if all cars bunched up I would have been clear of the box, but now im stuck on the edge. No traffic was waiting to turn and i was on box for 25 seconds, I know this as they include photos on the penalty just to rub salt in the wound. Apparently people are sat in control rooms scanning yellow boxes and click the button and your fined. If I appealed I know their answer would be that I should have waited for the car in front to clear the box, but we all read traffic ahead surely to keep moving dont we? Anyway as I lease my van the lease company have already paid it within the 14 days and sent me the bill with their admin charge so thats that £95 down the drain. I now remember why I hate going into London.

In the above scenario keep moving, it doesnt matter what speed just keep moving, I don't think the lease company can't legally pay the fine as it implies they were driving, can they?

Thats right, the lease company is supposed to warn you that they've sent your address to the authority then you wait for the authority to send you the fine. You should be able to claim their fees back off the lease company. They only charge a fee if you ignore the authority's fine and the lease company pay it on your behalf.

The date of the offence was 20th May, date of notice 23rd May, they sent to lease company who then sent me the penalty and the bill for the penalty and their charge on the 5th June. This way I have no way of appeal, but to be honest I wouldnt hold much hope of getting that overturned as the photo evidence only shows my van and the 2 cars in front. Also by time I got notice myself the 14 days for 50% off (thats a joke)was up so would have to pay £130. I will call the lease company tomorrow to see if they have definitely paid it and ask them how anyone would be able to appeal if they wanted to, if they automatically pay penalties.

It is quite usual and likely in your contract for them to charge you an admin charge for receiving a penalty, the amount would have been in the contract and you agreed to it by signing the agreement, however I'm sure that they can't legally do what they did by paying the fine on your behalf. The correct procedure would have been to notify the name of the driver on the PCN, where they in turn send it to you directly & you would still have time to appeal if you so wished, take this up with the lease company.

Yes I agree, I was aware that they charge an admin fee for penalties so I have no worries with that but I will call them tomorrow with regards to paying and in a way admitting guilt on my behalf.
